That very same feature is the heart of many low power modes in today's OMAP and XScale CPUs, with a few tweaks.

Cool... and highly unlikely they will ever have this on AMD/Intel CPUs because the size of their caches make it impractical to implement static CMOS logic, there's like 10 times as many transistors required per bit..
