Freeview Playback is UK specific (like the Digital Tick and the D-Book), but there's no reason why the TVA spec can't be implemented outside of the uk.
It's not going to solve the problem totally though. For example for DVB-S in the Uk (the free channels off Astra) there is no TVA, as Sky use their own proprietary signalling.
The upcoming Freesat launch does mean that there is some standard EIT with series linking info in it, however it is tunnelled through the Sky network on non-standard pids, so I doubt VDR would get at the data. Also, the text strings are encrypted, though you'd still be able to get at the CRIDs.
So Freeview Playback support would be great, but it's not going to offer a complete solution - far from it. I'd suggest we look at some additional tool on the web side of things. I've heard there is something called Master Planner for VDR which searches the EIT for programs with similar names and schedules timers (like mythtv).
