Is there anyway to get an on screen keyboard when on the KDE destop?

 KDE button ==> Utilities ==> kvkbd

Not there,  also searched for it with no results.

Any way to manually install that?

it's installed by default on 07.10 i never had to install it and found it while reading your post.
