I got a htc hd2 (windows mobile 6.5) and I got the same problem. So far I was told that pairing the devices should not be neccessary, but at least my phone won't accept anything via bluetooth, if the devices aren't paired..

Bluetooth phones accept messages via bluetooth, for example, one can send a contact from one bluetooth enabled phone to the next. No pairing required.

LinuxMCE Mobile Orbiter works the same way. It sends the SIS package to the bluetooth enabled device, the device accepts the package and it gets installed. After that, the mobile orbiter software on the phone exchanges messages with the PC. Again, no pairing required.
If I helped you, feel free to buy me a coffee: https://www.paypal.com/cgi-bin/webscr?cmd=_s-xclick&hosted_button_id=2VKASZLTJH7ES

hmmm...its not that I wouldn't believe you, but so far I've had no success whatsoever, neither on my n95 nor with my htc hd2.
both phones get discovered and the core tries to send, but fails. So far I have checked all the bluetooth- and connection settings I could find...but I never got the oribter on the phone.
Perhaps it is an issue within windows mobile...so if there is anybody with such a phone, who got it working...I'd be interested
