I know that not all services provide radar images.  And we don't have a radar video, we do flip through a series of images if the provider provides them.

ok..my interest is piqued...do I need an account with worldweatheronline.com? How do I obtain the data for configuring the weather-plugin?

hmm I signed up there with weatherworldonline for a free api, but instead I got a 30 dial trial of the premium api....did I miss something there, or does it get downgraded after the trial is over? I didn't see any info on that.
I put this in the weather plugins config:
API:WWO:de:2eb9f86a2f00482c840155757163003:C:Chemnitz:18:timer:90
so far its a no show...probably needs a reboot of the core.

A reload of the DCERouter should be all that is required.
