On screen keyboard keeps popping up in computing menu

I have been having this problem for a bit now when typing.  About every six, seven letters the dang keyboard pops up.  I found if i hold down control and move the scroller on the mouse(resizing the browser) up and down it doesn't do it.  Just wanted to put that out there for people having the same issue.
