Belking F8T016 Bluetooth Dongle not working

Does anyone have any experience getting a Belkin F8T016 bluetooth dongle working?  Steps I have followed:

1.  Plugged in the dongle.  Device is detected and added to device tree, but MD does not discover any bluetooth devices.
2.  Launched KDE, see a bluetooth icon.  Click on it to access the device manager, but cannot find any other bluetooth devices.
3.  Found this thread:  https://wiki.kubuntu.org/F8T016.  Followed the steps, but result is the same.

Can anyone help?

A thought that occurs is that I had issues getting my HDMI output to play audio on the KDE desktop until I added users to the 'audio' group.  Is there something similar going on for bluetooth?
