On point 1; There is no simple way to differentiate between a late release candidate and the release. One sure way would be to download the release DVD again... but this is clearly a long process. However if you cannot be sure that you downloaded the LinuxMCE-0710 release DVD iso then I would recommend a fresh download as your best choice. The version info you mention is purely for the underlying Kubuntu-0710 base OS.

On point 2; There have never been any LinuxMCE-0710 automatic updates pushed out since release. However you can use apt-get from the console to install new packages etc (this can cause breakages though if you do not understand what your doing)
