Jerking/juddering whist panning

Check my sig/wiki for my hardware.

Whenever I watch a video and it pans, the picture jerks/judders.  It like its missing frames but its not tearing.

Its a little annoying.

Anything I can do to fix this ?

Which UI? UI2 is known for this problem.
