Simple timed and responding to events (sunrise / sunset) to turn lights on and off are easy to program within the webadmin.

What I am looking to do is to create a scenario or event that will
- turn on my porch light IF
-- time > sunset OR time < sunrise
AND
-- My phone OR my wife's phone has been gone for 30+ minutes (currently discovered via bluetooth)

It seems to me that I saw this exact scenario programming some time ago before I had integrated zwave into my installation, but my google-fu is lacking.

If there is a programming guide, or an example to follow someone can point me at, it would be appreciated!

No programming guide, but one of the things that you will need is the EggTimer device. Check the wiki on how to utilize it.

EDIT: and there is a small thread on the forum about it https://forum.linuxmce.org/index.php?topic=12493
