incoming calls are directed to ivr

I'm on a fresh install of 10.04 dvd. The phone seems to be setup correctly with a spa -3201 analog line adaptor. Outgoing calls work with out a problem, but incomming calls are sent directly to ivr.
Can any one with this please?

how is configured  incoming routing  on phone lines ?

I'v confiured it to ring all extsions in any state of the phone system.

and no phones is ringing ?  what is playing on ivr ?

Something new. I tried calling to hear the IVR but now, it's constantly busy, even after reboot
