Installation issues / TV problem

I've installed a twinhan 1034, but under the menu media, I can't find the button TV?
Is this a setting in pluto?
Searched many times, but can't find it.
Anyone got an idea?

Users / Prevent deleting media files for some users

Is it possible to prevent deletion of media files by user?

The problem is, that my center has lots of cartoons stored, but my kid (3yo) sometimes delete files.
