After several failed attempts at installing the orbiter by way of the on-screen notification that my MD detects my PDA, I found an entry in the wiki saying that the PIN to use is 1234 if prompted, yet when I enter 1234, it fails due to incorrect passcode. Has this PIN been changed?

No, the pin is not the problem. The problem is that for now all mobile orbiters are 0kb. This means the file is there but it's empty. So your PDA is trying to download an empty file and just gives the wrong error. The problem is mentioned before on the forum by me and other users and the dev team will work on the mobile orbiters as soon they find the time.

Thanks for the heads-up. Looking back, I do remember skimming a few mentions of the zero-kb problem, but the inability to pair the device sort of served as a diversion.
