Method for selecting new features for implementation

I think we need something more sophisticated than the web forum polls to determine feature priorities. Supposing we used a matrix like in the attached?

0 means will not contribute to
1 means will contribute, but least wanted.
...
10 means will contribute, and most wanted.
A number can be used only once per voter.

Looks like a good idea to me and could easily be put on the wiki.
