I have some home brew automation stuff running on windows ME boxes written in visual basic (been running over 10 years... erm not without a reboot or 2!).

I would like to interface this to Pluto via sockets preferably UDP. How would i go about this as a non C programmer. Is it possible ?

Did you read the wiki about communicating with Pluto over a socket?
