Is it possible to add a hard drive or network drive to the core without reinstalling everything?

I dont see why this would not work.
run fdisk, create a mount point and edit vfstab for mount at boot time.
this will add the drive usable to debian.
or does pluto store what was available at install time in its database?.

fstab is not managed by Pluto on the Core, but only on the diskless Media Directors. You can change the Core's fstab manually and it won't get overwritten.
