if i add later a room or a scenario, and my pluto is already up and running, i should restart the whole system, right? so..what way would this affect my system?

you have to reboot the system so it could see the changes that apeard

When DCERouter starts, it loads all the rooms, devices, scenarios, etc. from the database.  When the plug-ins and devices register, they are given a copy of this data.  So, at the moment, you do need to restart DCERouter (or just reboot) to reload new rooms/devices/etc.  However, in a future build the system will support re-loading this data on the fly so you do not need to reset.
