I've just completely rebooted my Pluto system (Core and media directors) now I am seeing the following error on the core "DCERouter Status: Not responding on socket. Probably dead". DCERouter is still issuing IP addresses. Any help would be appreciated.

The DCERouter that is dead is the message router, not the other services (like DHCP or TFTP). If it's dead, you won't be able to use your system as a Pluto system. There are some logs in /var/log/pluto/ you can search for the reason.
