Very long buffering delay when streaming live TV 15-30 mins!

Been cruising the forums and think I got a new issue!

Installing the linuxMCE 074 on a H.P. box

1.8 Ghz
PVR 150 tuner card
500 Mb Ram
100 mb switch/lan

I have gotten everything to work except for one bug.
Setup a Media director on the lan.
I can play avi and file media without any problems with quick response.
When I select to view live TV the screen goes blank.
If I wait anywhere between 15-45 minutes the streaming TV from the core will
eventually display and run fine with full timeshifting functionality.
Any ideas? I do not think it is a prebuffer issue. because I
can check the buffer mpeg file from the T.V. stream and it does not
contain any content that would have been playing during the 15-45 minute wait.

Any theories/suggestions would be appreciated!

replacing internal netgear nick with intel pro 100.
