I'm having some problem installing the WinCE orbiter. I have downloaded OrbiterCEInstaller.exe and all of the CE binaries. OrbiterCEInstaller.exe is not a valid Windows or WinCE executable it seems. Is this stuff written for CE .NET, or is it compatible with WinCE 3.0, aka Windows CE 2002?

It's CE.net.  I know it works on the newer PDA's.  But I think there's a separate compiler for CE 3.0.  As I recall, it compiles just fine -- we did it a couple years ago, but our Orbiter guy is on vacation at the moment, and when he comes back he has a big project getting it to run on the new MS SmartPhones for a client.  But we can put this in the queue...
