Is there a standard (or should be) list of packages needed to build/develop?

 The build script takes care of downloading the dev tools an libs,

 in order to use it get linuxmce.svn.sourceforge.net src/BuildUbuntu.sh

 I'm just doing that as we speak so i'm not  yet experienced in this matter.

The script on sourceforge is out of date. Try the one at svn.charonmedia.org ... The same script is there but it downloads all the current dependencies plus it has hacks for some of the packages that don't want to install with a standard apt-get.
