I've done 2 fresh installs and the AV Wizard did not run on either one.

Any ideas?

AV Wizard runs only for the Media Directors (because you have an interface on them). So if you made the installation as a core, and not a Hybrid, you won't have the AV Wizard for it, only for the MDs that you attach to your core.
If you installed it as Hybrid (with the interface) and it doesn't run then, you can try to start it manually:
/usr/pluto/bin/AVWizard-Run.sh
