I have a simple question regarding z-wave.  Do I need a master controller (eg. Intermatic HA07) as well as a USB controller (eg. Intermatic HA22), or can I just get away with using the USB controller?

I'm able to control a light using just the HA22 and the supplied Windows software, but can't fugure out how I'm meant to add devices to the network within LMCE.

You need both. You 'add' devices or include them to the master controller and then you copy this data to the USB controller attached to the Core. Once the Core has this data then it can communicate with any ZWave device that is aprt of the network.

Can z-tool not also accomplish what the master controller does? its a bit cheaper than getting a master controller.

Hmmm... I cant see why this would not work. The Windows app is just used to include devices into the network and does that directly to the USB dongle. After that the USB dongle can be reattached to the Core and it should be detected as having ZWave devices data already and you should be prompted to use that data.

But of course this is just an assumption... I have no direct experience with Z-Tool ;-)
